Green GSM expands PH EV taxi operations to Davao City, but it isn’t smooth sailing

The commuting public from Davao City will now be able to enjoy zero-emission public transportation as Green GSM, a subsidiary of Vietnamese VinGroup, owner of electric car manufacturer VinFast, expands its operations to the largest city in the Philippines.
The launch of operations in Davao City also marks the company’s first expansion outside of Metro Manila since it started its local operations in June 2025 as one of the first fully electric taxi companies in the country.
Just like in Metro Manila, commuters in Davao City looking to get a ride in a Green GSM EV taxi will be able to book through the Green GSM app, its hotline, at designated pick-up points, or simply by street hailing in key commercial districts.
“Davao is a city that places strong emphasis on order, safety, and environmental responsibility. Our objective is to provide a reliable, zero-emission mobility option that aligns with these priorities while meeting the everyday transportation needs of local residents. This expansion is a strategic step in our national roadmap for electric mobility, and we look forward to working closely with Davao’s institutions and communities to ensure that the service contributes meaningfully to the city’s long-term goals for well-managed and sustainable urban development,” said Green GSM Southeast Asia Managing Director Dao Quy Phi.
Despite the launch though, things aren’t looking so, er, green yet for Green GSM’s operations in Davao City as it was recently called-out by the city’s local government unit due to the lack of some required operating permits.
The company will need to secure a business permit, locational clearance, and building permit for its facilities, in addition to a recommendation from the City Transport and Traffic Management Board (CTTMB) and Sangguniang Panlungsod for its franchise application with the Land Franchising and Regulatory Board (LTFRB), as mandated by the Comprehensive Transport and Traffic Code Ordinance of Davao City (Ordinance No. 0334-12).
