PSA: Motorists with temporary plates will be fined Php 5,000 starting November 1, 2025

Do you have a new vehicle that’s recently acquired? If you happen to have a temporary or improvised plate fitted on your car, it’s best to head to your dealership and ask for your actual plate, as the Land Transportation Office has stated that all motorists will be prohibited from using improvised and temporary plates starting November 1, 2025.
According to the agency, there’s no more point in using these plates since there is no more license plate backlog for both vehicles and motorcycles.
This is also in line with the Memorandum Circular No. VDM-2025-4510, or the Same Day Registration and Plate Release of Brand-New Motor Vehicles At The Point of Sale processing system, which will start on October 15, 2025.

This is according to the Joint Administrative Order 2014-001 and other existing laws, rules, and regulations. Should you get apprehended, you will be slapped with a Php 5,000 fine and the confiscation of the plates.
But if you really need to use them, the LTO will allow provided that the owner has authorization from the LTO office where the duplicate plate has been requested, and vehicles with improvised and temporary plates will not be accepted during the renewal of registration.
