The PNP-HPG clarifies that it does NOT require certification for green plates

Well, that was fast. After causing a bit of an uproar on social media and the news yesterday, the Philippine National Police-Highway Patrol Group (PNP-HPG) and its acting director, HPG director Col. Hansel Marantan, have clarified his remarks regarding the inspection of vehicles with green license plates and the exemption from the number coding scheme.
He says that the PNP-HPG “fully supports the implementation of the Electric Vehicle Industry Development Act (EVIDA) or Republic Act No. 11697” and that they “recognize the coordination between the Department of Energy and the Land Transportation Office in identifying the vehicles entitled to these plates”.
His previous statement was to “emphasize the commitment to ensure the legitimately recognized vehicles enjoy the benefits, and not to imply that owners are required to personally obtain certification.”
This means that for existing owners of both hybrid and electric vehicles with green plates, there is no need for you to acquire any sort of certification, and you can just continue driving as you normally would.
So, just as we mentioned before, if the enforcers apprehend a vehicle that displays green plates and is not on the official list, it’s part of the PNP-HPG’s duty to inspect the vehicle’s documents and to carry out any penalties.
