LTO to issue temporary Certificates of Registration due to security paper shortage

For one of this month’s episodes of how the Land Transportation Office (LTO) of the Philippines is messing up, we have how they will now be issuing new vehicle owners with a temporary Certificate of Registration (CR).
According to the government agency’s Memorandum Circular MVL-2026-4911 which was dated February 16, 2026, there is currently a limited supply of security paper for the CRs of newly registered brand-new vehicles due to delays in delivery by the National Printing Office (NPO).
In order to ensure uninterrupted delivery of public service, and pending the availability and distribution of CRs, LTO offices will be printing a temporary CR using A4-size bond paper which will be stamped with “TEMPORARY CR”.
Once the official CRs printed using the correct security paper becomes available, the LTO will prioritize the printing and release of the official CR from previously issued temporary CRs, and motor vehicle, motorcycle, and trailer owners will be notified once their official CRs are already available for release.
The LTO also mentioned in a statement posted on their Facebook page that “The LTO deeply appreciates the public’s understanding and cooperation as it navigates this temporary challenge to uphold efficient and reliable service,” and “The LTO assures the public that it is actively working to resolve this issue as quickly as possible.”
