CODING EXEMPT: List of recognized hybrids and EVs

One of the biggest perks of buying an electric vehicle, whether fully electric or hybrid, is exemption from the Unified Vehicle Volume Reduction Program (UVVRP) or number coding scheme, under the Electric Vehicle Industry Development Act or EVIDA Law. That exemption though has caused lot’s of confusion.

When the EVIDA Law was announced, various automotive brands and vehicle owners immediately took advantage of the number coding exemption. While it was clear that fully electric, hybrid, and plug-in hybrid vehicles are exempted, there is a gray area on whether mild-hybrid vehicles are exempt or not.

With that, the Department of Energy (DOE) has issued Department Circular No. DC2023-05-0012 or the Guidelines on the Electric Vehicle (EV) Recognition and Adoption of EV Standard Classification on Road Transport of Incentive Eligibility Pursuant to the Electric Vehicle Industry Development Act (EVIDA). This list should help the Land Transportation Office (LTO), Metro Manila Development Authority (MMDA), and local government units (LGU) to identify which vehicle models and/or variants are exempted and not.

The vehicles listed below are currently recognized by the DOE and will be exempt from the number coding scheme:

The list will be updated as we get more information such as when new vehicle models/variants are added by the DOE.

The list also includes various electric Jeepney, scooter, and tricycle models which you can find here. Moreover, the DOE said that the list has been forwarded to responsible agencies such as the LTO and MMDA. 

If your personal vehicle is on the list above, then go ahead and take advantage of the number coding exemption. If it’s not, best to use a non-coding car or drive only outside the number coding hours.
